Boyer achieve major success for Bloor Homes

On behalf of Bloor Homes (Western) Limited, Boyer's Cardiff office secured a resolution to grant outline planning permission subject to signing the section 106 for a major residential-led urban extension to the West of Worcester.

The proposal is for up to 1,400 homes, formation of new means of access onto Martley Road and Oldbury Road; the laying out of areas of formal and informal open space; habitat creation; drainage infrastructure; pedestrian and cycle links including diversion of public rights of way; other associated infrastructure.

The site forms the northern section of a West of Worcester strategic urban extension as identified in the adopted South Worcestershire Development Plan (SWDP) (being promoted by both Bloor Homes Ltd and Hallam Land Management), to meet the needs of the wider Worcestershire area.

Boyer has been involved with the scheme since its inception and has worked closely with Bloor Homes and Malvern Hills District Council to secure a positive outcome. This work has included submitting representations to each stage of the emerging Joint Local Plan process and attendance at the EiP for the SWDP that was formally adopted in February 2016.

Boyer acted as lead consultant throughout the entire period, providing strategic planning advice during the formulation of the SWDP, coordinating the preparation of the outline planning application, Environmental Statement and undertaking the community engagement. Since the outline application was submitted in August 2016, Boyer has also assisted Bloor Homes with the negotiations with the LPA and Consultees, along with advising on the viability work, particularly in terms of negotiations with the LPA in relation to the planning obligations. This alone took a number of years to complete with a resolution to consent being secured at the Council’s Northern Area Planning Committee yesterday evening.
