Sunningdale Park, Ascot is a Green Belt site of approximately 32ha on which 168 new dwellings and a 103 unit Care Community were proposed alongside a 16.97ha Suitable Alternative Natural Greenspace (SANG). On behalf of Berkeley and Audley, Boyer co-ordinated the preparation of a Screening Opinion to the Royal Borough of Windsor & Maidenhead (RBWM). The site exceeded the thresholds set out Schedule 2, 10(b) Urban Development Projects (i.e. over 150 homes on a site over 5 hectares) of the EIA Regulations and it was considered by RBWM that significant effects would occur in relation to heritage, ecology and highways in particular.
Consequently, Boyer prepared a Scoping Opinion, which was submitted to RBWM to agree the scope of the required Environmental Statement (ES). Through the Scoping Opinion the LVIA viewpoints were agreed with RBWM alongside the methodology for assessing impacts including the framework for grading the nature and scale of the significance of each identified impact.
Subsequently, Boyer co-ordinated the preparation of the ES which was submitted alongside the full planning application for the development. As part of the ES, Boyer prepared the technical socio-economic chapter alongside the planning policy context, a summary of the combined and cumulative effects and the Non Technical Summary.
Full planning permission for the development was secured in November 2019.
Subsequently, in November 2020 Boyer prepared a further EIA Screening Request to confirm a new planning application proposing amendments to part of the consented scheme would not require the preparation of a new ES.
